450 Slow to Turn Over

The tractor turns over very slow. 1 Fresh 12v battery jumped directly to the starter posts, bypassing the solenoid and starter button. 2 Engine turns over by hand with a wrench. 3 Starter is in great shape, bendix gear will put a 1" groove in a 2x4 with no trouble. 4 Engine has new sleeves, pistons, and rings. Proper ring gaps and piston clearance. Could the IPTO and TA be causing a drag on the engine? I didn't check to see if the IPTO was turning.
