The felt washer should not spin with the assembly. I purchased seals at a bearing store in Spokane, I gave them the old seal # off my IH seal, and they crossed it over. I got seals for my C that had 3 splines on the O.D. These seals cost about 1/3 what the old IH seals cost, and it didn't matter which direction these were installed. That seal cup needs to be removed before the bearings can be installed. You can get the right size bearings from your local bearing store, just give them the outside dim. and the axle dim that the bearing rides on, and they should be able to fix you up. The cost really adds up. I had to get the felt washers and the seal cups from IH, the rest of my rebuild came from Brown Bearing in Spokane. They have had every bearing, in stock, that I have ever needed. I hope this helped a little.....Dave
