Wheel bearings/seals: Can anybody help?

I'm replacing the front steel wheel hubs with round spoke wheels on my F30. I noticed that, even though the bearings are the same, the inside diameter of the round spoke hub is smaller than the steel wheel hub. Both hubs have a "ring" that is pressed into the hub on the inside end. Is this called the felt seal retainer? When taking off the steel wheel hub, I found an oil seal and a felt washer behind it. However, when I put the inner bearing on the axle and tried to put the round spoke hub on the shaft, it wouldn't go on because the seal wouldn't fit in the hub. Since I had a new felt washer and oil seal, I removed the original one (destroying it in the process),and removed the ring (retainer) from inside the hub, which I don't think I should have done. The round spoke wheel is now on, but does not turn freely. THe bearings are not too tight,
but I think the drag is caused by the new seal and felt washer, which is turning when the hub turns. Is it supposed to do that? Also, which way does the oil seal go on? I have it with the flat side out and the indented side facing the felt washer. I'm stumped as to how all this is supposed to go together and work. It looks simple enough, but I just don't get it. Any help would be highly appreciated. Pictures too, if possible.My F30 parts manual doesn't give a very clear picture of this.
