Flames out the exaust!!

on my 44 H it has a miss on the number 2 piston. i can take the wire off at a idle and it dosent make a bit of diffrence... The wire and plug are bran new even took off a good running tractor. new cap also. took the plug out and ran it and it has hot spark every time the rotor gives it juice. but if i leave it off and rev up the engine fast it stutters v.s. if i leave it on the plug. plus under load it seams to be better. I have adjusted all the valves to .20 cold. or 17 warm. I am thinking it is an exaust valve not closing all the way due to a week valve spring. When i pulled the valve cover off i rember seeing a spring that looked shorter then the rest of them.... I thought it was just the position of the engine. but now i got to thinking i have never seen one that had one like that before. so im hoping thats it. As it puffs blue flame out the exaust every once and a while. I don't wanna scorch the valve so i better fix her. I don't work her hard no more as she is retired but i would like it to run right. the carb is adjusted correctly and the timimg is right on the money. I have even played with both just to see if i could make it go away. I bet the spring is weak and is not closing the valve all the way. any thoughts???? is the best way to change the valve spring to put some soft rope down the cylinder untill it pops the valve open so i can work on the valve? i know you can use air also but i think the rope idea should work.
