I will check the fuel flow as you state. No, I have been burning regular gas. I'm sorry but it is a c291 engine. The carb has been off of the tractor several times to fix a float problem, that is why I thought it could be a carb/governor problem. Now, I have been adjusting the governor per the manual's direction, but I haven't been able to correct the problem. Now, when it starts this surging it will improve when you pull out the choke. That to me sounds like a fuelproblem. As you can see, I'm quite confused.
