IH/Farmall 706 gas/engine surge

This 706 Farmall just started this surging this year, when I started using it for mowing. It goes along real well until it gets into some thicker high grass; then it starts this engine speed surge up and down almost stalling the engine. It didn't do this last year. It's like a carb/governor problem. I attempted to make the adjustments for the governor as stated in the manual, but nothing helps. When it starts this surge, I disengage the mower and put transmission in neutral and eventually it will straighten out. Any suggestions?

First check for good fuel flow thru the line and also out the bottom of the carb drain should be real close out of either one . Next check thre govener for any woren parts inside . These problems are hard to trouble shot over the key board and not being next to or on the tractor when it starts doing this . are ya running Hightest gas in it ?? if not ya should be . Also ya did not say if it was a C263 or a c291 . Have ya done a tune up latly and checked timing , here is where we need to know WHAT engine so ya know where to set timing.

I will check the fuel flow as you state. No, I have been burning regular gas. I'm sorry but it is a c291 engine. The carb has been off of the tractor several times to fix a float problem, that is why I thought it could be a carb/governor problem. Now, I have been adjusting the governor per the manual's direction, but I haven't been able to correct the problem. Now, when it starts this surging it will improve when you pull out the choke. That to me sounds like a fuelproblem. As you can see, I'm quite confused.

Is there any slop in the linkage? Slop in the throttle shaft?

Usually, the cure for that flare is to syncronize both the low and high speeds of the governor to the carb. Kind of an involved process if you don't have the IT manual and ya have to do it every blessed time the carb is removed.

Allen in NE, please see my response to the tractor vet. This is for the tractor vet also, I pulled the carb off the tractor two days ago, and took it to a IH dealer for analysis. He said that it was OK. He then sold me a new ignition coil stating that when a bad coil gets hot it demonstrates this behavior. I looked at him a litle suspicious, but am willing to try anything.

Put carb back on tractor with new coil, and was able to repeat the problem. I still believe it is governor related, but this pulling out the choke to get more fuel confuses me. I realize there are interactions of the carb to the governor, but I am aa little confused on where to start. By the way, when I put this dealer analyzed carb back on the tractor I was able to repeat the more choke for fuel to stop the problem. It doesn't eliminate the problem, but it definitely improves the problem. That's why I think that I have a carb/governor problem. Now the tractor vet threw two more variables at me, which I will check--timing, and the high test fuel.
