should i buy?

I saw a 1940 H that had a new paint job (not a show paint job) everthing works and is there except all of the duel fuel parts are gone. it looks very nice. tires are good probally 70% on back 90% in front. looks like every thing is hooked up as it should be. the battery case and cover is gone. other than that it looks really really nice. he wants 1250 for it. i was on my way back with a md and would of bought it if he would of been home as i had the goose neck on and it will haul 2 tractors easy. but i dont know if i should make a trip back for it? he did not have a price on it at the time and we left a note and called me and told me 1250. he also had a beautiful cub there for 2900. he was firm on the cub. the h it sounded like he would dicker. but i have not drove it or heard it run. but i dont think he would paint a bad running tractor. he said all gears hold with normal sound. i just thought 1250 was low for a h in that condition so when i herd the price i was excited to go back for it. i thought about it for a while and thought there might be somthing he is not telling me about it. it has a glass jar intake cleaner and a set of rear weights. narrow front. what should i do?
