Matt-What you have to do is sharpen a small punch or similar tool to get under that square ring end, I would imagine maybe the piece you broke off, and pry it up. As you start turning that cap it should come right up and out of the groove. What it really looks like is a ring with a hook on one end. That hook sets in a hole on the cap end and fits in a groove in side the end of the cylinder. Hope you get the idea. One you get it coming you may have to get hold of it with vice grips and pull and turn at same time. Hope that helps.
