Michael, if your tractor is set up like that I think it has been altered. All the ones that I have seen had a sediment bowl and valve with two lines under the main (bigger) fuel tank. One line ran to the carb of coarse and the other line ran over to the smaller gas tank where there should be another valve and I believe another sediment bowl under the smaller gas tank. The valve under the bigger tank should turn counterclockwise to turn on and clockwise to shut off just that fuel tank. The valve under the smaller tank is the same way. Each valve only regulates fuel (on and off) for the tank that it is under. These valves shouldn't be open at same time becuase if there is different fuels in the tanks, one fuel will run over to the other tank and mix. These shut off valves should unscrew a good two or three turns to open the valve clear up. If you are only cracking them open a quarter of a turn then the valve may not be open enough. I would atleast unscrew them a full turn or two when opening them. This of coarse is for an original set up and if yours is really set up the way you explained then maybe you have a different valve that has been switched and put on there. You might want to check it out just in case you by chance have the original valves on yours and you are missunderstanding how it is set up. The routing of these lines was so that both tanks could use the same line from main tank to carb. This eliminated having a T in the line somewhere and having two lines going all the way to the carb. That is why the smaller tank line ran over to the main tank sediment bowl assembly. Just for the soul reason of using the same line to carb. It shouldn't be plumbed into the valve itself on the big tank.
