Filling hydraulic resevoir on Super A

The resevoir on my Super A for the Hydraulic fluuid was low. So I filled it to the top of the fill plug. The manual says to fill within 1/2' of the top and then to start the engine and cycle the Touch Control 10 or 12 times to get any air out of the system.
When I leave the plug out it just pumps the oil onto the ground. Perhaps it does this because I filled it too full. It is also milky yellow in color.
Should I just drain the fluid to get it down to the 1/2" below the fill plug and then cycle the Touch control? How often should one clean the filter for the Hydraulic? How often should the fluid be changed?
Also the hydraulic unit that contains the valves and the pistons has slow leaks. What typically fails here and how difficult is it to repair? I would like to get rid of all of the leaks on my Super A.
