I've had the carb apart several times. I think I would have noticed a loose throttle plate. It will idle down until it dies if you adjust the idle stop screw far enough and then push the throttle rod on the carb forward. However, the governor will not pull it forward when you pull the throttle all the way back. I think there is a spring that pulls it back, that is why I asked the question about the spring. However, I've never been into a governor.
