8 volts at the coil + side is about right for a 12V system after it has gone through the ballast resistor. If your plugs are fouling with carbon soot, you may indeed be running too rich, if oily deposit, then rings or valve guides. A hotter plug would help here. If you think you spark is weak, try new plug wires and also check the rotor cap for cracks/carbon trails that could be draining some of the zap away. Install a new condenser to eliminate that variable. It is also possible that the coil itself has an internal short that is imparing its full potential. Substitute another coil to see if its any different. I got a better spark at my plugs when I installed new plug wires. If your charging system is good, you should have 13-14 volts at the battery with the engine running. Good luck, keep us posted.
