I see traffic slow downs like this around metro areas all the time although the worst I may have experienced is around Boston, on a clockwork like basis.
One little traffic perturbation such as someone entering or exiting the higway at a speed significantly below that of the other traffic will cause a backlash for miles, just think about how long after a traffic light turns green it takes you to get going when you're 10 cars back, it's not green light, everybody moves in unison.
Just to throw in a pat on the back for semi-truck and other professional drivers, most of them are shepherds of the road guiding all the nimrods in their personal vehicles away from gumming up the works.
