It's not a state issue. Usually county or city issue. Like others have said it's better to subdivide in most cases. There will be some cost involved. Survey, you'll need a lawyer, the county or city will probably make you jump through some hoops. Some justified, some not so much. A few things to consider.... is there a minimum lot size? Is there a minimum distance between driveways? Will you share a driveway? (that could open a can of worms in the future). If you're on a septic, will the septic systems and wells all be far enough apart? What if your daughter's situation changes and she moves way? Will you want a neighbor you're not related to that close? If you do subdivide you might want to consider you and your daughter each having right of first refusal on each others properties in case one of you decides to sell.
To answer your question...here in IL it depends on the county. Where I live, I've have to subdivide but each lot would have to be at least 10 acres if outside city limits. I have some property in southern IL where I could build whatever I want as there is no zoning.
