I lived in a condo for a couple of years, and that condo had officers and a board. Yours probably has something similar I would take the problem to the folks with the power and let them handle it.
I bet that pushing the snow to in front of their vehicles or parking spaces would get YOU in trouble, maybe with the board and maybe even with courts. I just would not do that.
It would probably be easiest to push the offending snow away with the skid steer, leaving it in the area you are supposed to pile it up. If it happens again, scream to the powers that be. Good luck!
