If the plunger head stop is operating correctly the needles shouldn't get broken from baler being out of time. Are needles contacting upper bale case under knotter? Possible needle frame is warped from needles getting broken.
One time I saw where the plunger head arm wrist pin got loose inside PH and slide over and broke a needle.
