Well just for your info. 1953 Ford is the Jubilee and 1954 is an NAA. Almost the same but not the same. That said here is what I would do and most tractors I buy have say for years if not decades. FILL the cylinders with ATF and let it sit a week. Be sure you put the spark plugs back in so as to keep dirt etc out. Then after a week pull the plugs and spin it over. During that week clean/replace the points so you know it has spark. Clean and or in some way check out the carb to make sure it works as it should. If it did in fact sit that long the float will most likely be stuck and or even bad and the carb will be full of rust etc etc. and will need work.
