Having to depress clutch & moving "slowly" to shift shuttle indicates it's manual not hyd shift. Most hyd shuttles I've been around one shifts without depressing clutch. My M4900 Kubota has a manual shuttle that I wish was hyd.
Sounds as if you have a linkage loose or out of adjustment.
