I'd only add that you may not be in trouble yet, to where you need to run right out and deal with it. Depends on a few things, like how you use the tractor, how much of the fins you're missing already, and how tender the remaining fins are.

While standing by what I had to say about the function of the fins, my reference was to a modern car, a critter that tends to be engineered to the lowest possible level. The old IH cooling systems, as an example, were engineered heavy and for a tractor that was expected to be able to work hard all day and all night if needs be. The tubes were engineered for flow, and the fans were screechers. I can remember back when we had a BN, an H and a 400, and with them working out at the back of the farm you'd hear very little of the exhaust up at the house, but you could always hear their fans roaring. On the thermosiphon systems (no pump, no thermostat) you could shut them down at the end of a long hot run. You couldn't touch the upeer tank it was so hot, but you could lay your hand right on the lower part of the radiator and it would be no warmer than the surrounding air, the system was that efficient.

You don't say what your tractor is, but if you're not working it hard, you may be alright for a while. The harder you're working it, the more problem it will be and the sooner you'll have to deal with it. It will bear watching. A reliable temp gauge will be your friend in deciding when and what to do.
