That 3rd screw is the idle SPEED adjustment. Turning it clockwise increases engine idle speed.

Approx settings for the idle and main jet screws are 2 turns and 1 turn open respectively. These settings should get the engine running. Once you get it going, run the engine several minutes to warm it up, then proceed as follows:

1 - Make sure the choke is fully open. Run the engine at full speed and adjust the main jet screw for smoothest running, then open the main jet screw 1/8 to 1/4 turn more.

2 - Now slow the engine to idle and adjust the idle JET screw for fastest idle RPM.

3 - If the engine now idles too fast, slow the idle by turning the idle SPEED screw counterclockwise.

4 - Finally readjust the idle JET screw again for the fastest idle.

You may have to repeat steps 3 and 4 several times to find the right idle setting.
