I have no experience with your particular rig.

That said, I will tell you that I have had a couple of decades of trying to get more heat from vehicles in the cold, long, Vermont winters.

Since you seem to now have all your hardware as it should be, the only thing left (IMHO) is the radiator. She is working too good :-)

Most vehicle manufacturers for years have been designing excellent cooling systems for their vehicles. Especially on heavy-duty hauling rigs.
The cooling system is deliberately 'oversized' to handle the strain of towing in hot weather. However, this sometimes leaves something to be desired in the extreme cold temps of Northern Winters.

I have run everything from Dodge 'Snowfighters', Jeep CJ's, Ford F Series, to Mitsubishi Monteros in the winter here. They all had the same problem.
They never really came up to 'operating' temp.
Yes, the T-Stat will open and circulate some hot water, but the temp guage never showed even close to 212F (or 100C). Usually closer to the 170F mark despite boil testing the T-Stats at 195F in a pan of water before installation.
In the summer, this is a very good thing :-)
But in the winter, it means next to no heat.

The way you describe hard towing with sufficient heat and then less heat downhill rolling, tells me that your system is working correctly.

The answer?

Around here we drink an 18 pack of canadian beer.
Then we carefully open up the pack and slide it down in front of the radiator and affix it so it can't move.
We cut a football sized and shaped hole in the very middle and run the rig till hot.
If she over heats while towing, make the football a little bigger till she doesn't.
