Did I misunderstand you? is this a millivolt system or 24?V system?
(is the "thermocouple" about 3/16" dia at the end, or more like a 3/8"-1/2" dia cylinder?
If it's 24V and you can get 24V to the valve, it can only be two possibities:
The valve isn't opening
The pilot safety is designed NOT to dump off the pilot, only the main, and you don't have "enough" thermocouple energy/ pilot flame
Not all valves shut off pilot gas if you "lose" the thermocouple, so to check this, shut off the gas and let the thermocouple cool, then see if you can relight the pilot. IF the pilot stays lit without the thermocouple being hot, this means that the thermocouple could STILL be the problem
If you have to wait for the thermocouple to heat before the pilot stays lit, this means that the thermocouple dumps off BOTH the pilot and the main. So if you can relight the pilot and get it to "lock on" and assuming you have 24V you can jumper to the main, then you have a bad gas valve
HOWEVER if this is a millivolt system, re--read my first post. These damn things are fussy. The thermopile can easily generate enough power to run the pilot, but not the main. IF the thermopile is going a little south OR IF the pilot is a little dirty, it may not open the main
BEFORE YOU REPLACE THE VALVE I would clean the pilot--it wants to be pretty much all blue and quiet--not blowing--and try another pile.
