Karl, it's power rotary brush & elbow grease time. Anything that will easily come off the tractor you can sand blast, but on the tractor main frame & anything that is attached to the engine or transmission use a wire brush & scraper. (lately I have been using an air powered needle de-scaler on the castings especially in the corners & pockets & found it not only works good to remove paint & rust but leaves the castings looking even & rough as though they were new). I personally use a product called Rust Destroyer from "The Shop" in California...800-525-9188, it isn't cheap but does a good job of killing rust. The rust converters that I have tried haven't worked (they only convert the top layer & leave the rust underneath that will come back later) & I have had a hard time getting the paint to stick to them. I am also sold on epoxy primer but they are quite expensive & I use a fresh air supply while painting with them as they are quite toxic. When it comes to stopping rust & a good LASTING paint job you get what you pay for. This is MY opinion & I have been doing this for quite a few years, but I am sure there are other methods that work just as well so listen to all & try what you trust & feel will work, then stick with what works for YOU!
