Cut-offs refers to tractor wheel which originally had a steel tire or band (usually equipped with lugs). When rubber tires became more readily available equipment and tire dealers would take these wheels, "cut-off" the steel tire and replace it with a rim on which the rubber tire could be mounted. This allowed for a smoother ride and in some cases, increased the traction.
