You bring up a good point about the distinction between legislation and regulation. When a law comes into being there are at least legislators that you can vote out come election day. Regulations are written by the hired help (as Will Rogers called them) who are often unelected and more or less untouchable or even unidentifiable. And regulations can be as onerous and intrusive as any law. This distinction was explained to me by a clerk at an outdoor supply store which has since gone out of business. I thought he was nitpicking at the time, but as we see, he was not.
