With it not moving, have a friend move the steering wheel back and forth, while you look at the components. From the universal joint under the back of the hood, to the spindles there is possible play. The lower bolster bushings, the worm gear end play (watch for the steering shaft moving in and out at the box entry), and tie rod ends are prime suspects. The front of the tire needs to be 1/8" closer in the front of the tire than at the back. (toe in) Lift the tire. Put a block near it and spin the tire on the axle. Use a nail to scribe a line on the tread (center rib or what ever is near the center). Do bothe tires. Drive a little bit forward and stop W/O backing up. now measure between the scribe marks.
