Always a challenge. I would suggest a mixture of the fastest-growing, most persistent, plants with the biggest root system going. How about perennial ryegrass for biomass and huge root system and sweet clover for soil improvement and a root system that will wreck asphalt. If you broadcast this stuff, maybe run a light harrow over it and a roller of some fashion, then a light coat of something to form a mulch, straw, crappy hay, light coat of manure. If you get a ton of weeds, mow about 6 inches high.
