If, by "magneto contact" you're talking about the part that screws into the rear of the crankcase, just under the air washer (Fordson part # S-303, "Primary contact assembly"), yes there should be oil on it. This is perfectly natural, since the 16 magnets that generate the current are attached to the flywheel, and everything is bathed in oil.

You may need to recharge your magnets, or until you can get that done, use a hot-shot battery to assist in starting your engine.
