I'd go with the fuel tank location as a good explanation. Meanwhile, an advantage of the updraft (although probably not a reason for having them on tractors) is that although the flooding problem does not disappear (they can still flood) at least the engine is spared the results of the flooding and the fuel merely drips out of the carb onto the ground. Meanwhile, didn't the Model T (or some other well-known car) have problems when driving up steep hills because of the fuel level ending up lower than the carb fuel inlet?
