Kevin, if your tractor has a CAV inj.pump on it(which i'm sure it does) it already has a transfer pump built in. it sounds like the blades inside the transfer pump are frozen or your transfer pump liner is rusted or worn out. Depending on how mechanically inclined you are, you can take the hydraulic head(part that the inj. lines come off of from pump) off. The transfer pump is just under it. If you don't want to do that, you can take the governor cover (where the throttle and stop are located)off and pour fresh, filtered diesel into the pump and let it set for a day or two. Also, depending on how long this machine has been setting, other important, internal parts such as the plungers,rotor,flyweights, and metering valve can also be rusted stiff. Your best bet would be to take the pump off and take it to a shop that specializes in diesel injection.
