No... I doubt you will get a Class A/1 licence with a 1 ton. I know a guy here that got hasseled on that about 10 years ago at the scales. He was running a 3/4 ton with a gooseneck trailer. We have a 4500 KG (10000 #) limit on trailers before they want you to have a class A/1 (we call it a class 1). He got to the point of taking the road test (had written he knowledge parts). He headed out in the parking lot with the examiner. The examiner looked around for his truck... All he saw was a 3/4 Dodge and a flatbed trailer. He cut him loose right then and there and I believe called the scale house and wailed on them for a while. 'Now' they give you a 'heavy trailer endorsement' for those types of situations.
In short, I think you'll find that to get a class 1 you need a heavy truck, most likely with air brakes because anything heavy enough that was built in the last half century has air brakes. With that said, 'here' you do most certainly need a separate 'AIR ENDORSEMENT' before you head in for a class 1. I have a class 3 with air endorsement and heavy trailer endorsement. I'm still not sure how far I can streatch that...
