If it won't roll in neutral I'd be looking towards the rear end... and that's a highly UNusual problem with those tractors. Is there OIL in it? Is it a dual power transmission? You haven't simply overextended the brake pedals and locked the brakes (stupid question)? Really, I don't know what the problem is. Those are extremly tough, heavy drivelines from the transmission rearward. Lack of lubrication would be my first thought. Brakes would be my second. I'd probably check that the brake rods are retracted into their housings first, check the oil, put the transmission fully in neutral and see if it'll roll. If it won't then I'd probably split it and remove the transmission from the tractor. If it won't roll you'll have to do a front split first, then drop the transmission and go from there.
