If you drive thru a Stream in WV and muddy it you can be fined. Too do any kind of dozer work around a stream or in one is not permited with out the OK from DNR . But try to get them to do something about people dumping on you , they won't answer my calls anymore or call back when I leave a message . A few years ago they called me and wanted me to meet them at my farm , when we got there they told me they were going to fine me $100 a day for some trash someone had dumped on me. I lost it . Then proceded to tell them to take me to court and I would tell them about the dump truck load of shingles that someone had dumped in road when the state road Dept came along instead of cleaning them up they pushed them over the side of road onto me then hualed dirt & covered them up. Also told them that the trash they were talking about was in Old County Road Right-of-way that still belonged ot state , told them if they made ticket out make it to the state of West Virginia. He got in his car and I haven't seen him since .
