Ran into a similar situation about a guy who was poaching deer...DNR didn't really want to know about it, the details of when and where he was trespassing and spotlighting and shooting from the road. Even though that was 25 years ago, it still taints my view of the DNR.
Poacher was shot and killed at a convenience store parking lot for no [apparent] reason a couple of years later, so I guess that one finally got taken care of.
DNR is another bureaucracy...and maybe they think they stand a better chance of collecting a fine from you than from the other guy??
