If it was intended to be sold "as is" but that is not listed on the bill of sale, it's his word against yours. While honest people, of course, would always state everything a used machine needs fixed, most other people don't. Most people trying to sucker buyers will always put "as is/where is" on the bill of sale. If this seller forgot to include that, and after the problem, tried to claim that, as well as that the hydro was rebuilt, may help the buyer. I'd do some checking with the local authorities for sure.
