Andy, I can not identify your problem but I can make a suggestion. Normally on a machine like yours when there is a steering clutch problem it usually occurs only one one side. Since the problem exists on both sides it is something common to both clutches. It most likely is as you stated. Some type of linkage pivot or bracket has broken. Will the machine pull itself under the current conditions? If not, look to see if the linkage has the clutches held in the disengaged position. The fact that both of the levers are slack indicate to me that problem is not too great. Good luck
