Ron, I've got about a 400ft gravel drive, here's what I did. Had a dozer scrape off the topsoil, about half we mounded in front of my house site the othere half in the future back yard. He cut the ditches and put down 8" of crert. We left it in this stage during construction so the readimix and lumber trucks could pack it. When the house was complete we spread the topsoil and put 3-4" of crusher run on the drive. It looks so good I've never paved it! To answer your question you could do most of it with your tractor,however the ditching and drainage might be better left to a small dozer with a 6-way blade and a good operator. Two things to remember when road building, drainage and compaction.
