I had a similar problem with rust in a Farmall 400 fuel tank.

I had the tank boiled at a radiator shop. This not only cleared up the rust, but sloughed the paint off on the outside surfaces of the tank. I also installed a fuel filter after the sediment bowel. Note that the filter may not catch the fine rust particles.

The process I used was as follows:

1. The gas was drained and the tank was aired out for several days.

2. Flush with water and Ajax dish soap. Use a garden hose.

3. After the water runs clear, fill with water while spraying with WD-40. Note that the WD-40 will coat the internor surfaces as the water drains out.

4. Boil out tank. Ensure sufficient time is avialable to immediately re-install tank and fill with fuel. This should minimize potential for tank to re-rust.

5. Repeat 3. at the radiator shop.

6. I added "MMO" to the tank during the fill. You may want to add a fuel additive to displace water left in the tank.
