First of all, did you take the distributor drive mechanism off the tractor? If all you took off was the distributor itself, then the drive tabs on the magneto will only fit into the shart in two positions, one of which will be right.
If the mount was removed from the tractor, the drive gears will probably be out of time. I don't remember if there are timing marks on the drive gears or not, but in any case, you can set it without them. Mount the magneto to the drive housing so that when you turn the drive gear the magneto turns.
Bring engine around so #1 cylinder is most of the way up on the compression stroke. Set magneto so that the rotor is pointing just ahead of cylinder #1 terminal, you should feel some resistance as the impluse spring starts to engage. Install magneto. Turn engine to bring #1 over compression. Impluse on magneto should trip just AFTER top dead center, and rotor should now be pointing at the other side of #1 terminal (it'll spark as the impulse brings it past the terminal).
Bring the engine around a couple more times & make sure the impluse trips slightly after top dead center. If it trips before or significantly after top dead center, you'll need to adjust the timing by one tooth one way or the other. The magneto will automatically advance the spark once the engine is turning fast enough to disengage the impulse (actually, the impulse retards the spark when its engaged)

PS..Fine adjustment is made by loosening the magneto mounting bolts and rotating the magneto housing in the slots.
