Turning the flywheel backwards with petcocks open is the way some oldtimers told me to unflood pop pop engine. You did use a gasket for sure? Try tapping the mag ---kinda hard even, and try again before you go through the troubles of removing the mag. Please note there are limits with any hammer-----I have fixed many that way.
Did you use grease to lube the impulse rather than a light oil?
If you still have problems, I would check bearings.
