International Harvester 564 D

I am looking for advice regarding an IH 564 D that I looked at today. I am fairly new to the forum (about 1 month) so any historical posts on these IH's I have not read. Around 12-26-99 I read a post regarding IH 300's or IH 350's as being good tractors. Anyway, let me relay the specifics of the tractor I looked at today: Early 1970's IH 564 D, 60 HP, 2633 hours, rear differential lock, IH 2050 loader, power steering, PTO, 3-point hitch, dual rear hydraulics, and a new fuel tank. The paint is well faded, the tool box bottom is rusted thru, the front grill is dented up from loads swinging off the front loader (I think), the loader bucket is well worn and has been re-inforced with angle iron welded on at the edges, new heavy duty front tires and rims, rear tires have 50% tread but have sidewall scars and cracks (could be original?). The tractor is for sale at a small implement dealer's lot. The tractor started up after the third try, (25 degrees F) so I didn't think that was too bad, using ether of course. We used the tractor to unload some used farm equipment and it seemed to run fairly well. The tractor was used on a dairy farm and was a trade in on a skid steer loader. I asked about a parking brake on this tractor and the dealer was not sure where it was located. I thought I saw what looked to be one on the left hand side tucked in next to the left rear fender. It did not seem to want to operate. How difficult are parking brake adjustments on these tractors? I imagine parking brakes are important on tractors? The dealer wants $8,500.00 for the tractor. I need to pick up a rotary mower and some other attachments so he said he would be able to make a package deal. Should I hang loose or think seriously about purchasing this tractor? I believe this forum offers good advice, thanks in advance for your help.
