This time of the year is our wet season. While we often get 5" to 6" of rain a month we do not have the heat this time of year to evaporate it so the ground stays wet. Our average temp this time of year is 45 low 65 high but it can get real chilly when a front goes threw. We will see what you think of our 30 deg with the 90% humidity. You may just want to go back home. You are most likely going to the 9th ward. One of the hardest hit areas. Never heard of the 11th ward. Have you ever seen a shot gun house before. Most of the houses in the 9th ward are just that. You can stand in the front door and see out the back door into the yard. You need to walk through each room to get to the back of the house because there is no hall way. I hope you know you are coming about 4 days to late. Mardi Gras day is Tuesday Feb 5th.
