The valve that controls the amount of power to the steering is somewhat tricky it works by pressure from the steering column when you turn it it presses against the valve and when the steering lickage catches up with the movement the spring will close the valve. I suspect that the valve is stuck closed and not allowing the hydraulic pressure though to help you move the wheels. about the only thing to do is remove and replace the system. I think but am not sure that on your ford it is where the linkage connects to the steering cylinder. If not then it is on the end of the steering shaft. either way you need to have it checked out to see why it is not working. You can take it apart yourself but if you haven't done this before you might want to get someone who has to help or leave it to and expert these things are very tricky. Walt
