I'll go at your problem as follows: The carb is probably gummed up with sediment, or other particles. The air intake "valve" is a choke, and needs only a slight use when starting. If this is a single cylinder lawn tractor/mower unit, The choke might be operated from the same lever as the throttle. (some are vacuum operated chokes that will flutter when the engine is running poorly. Hold the choke open and see if it helps. Make sure there is no Mag cutoff switch (wire and contact) that would shut the mag off when closing the speed control. A repair manual is a good investment, These units hate to be operated with bad fuel mixtures (they croak). Find the engine manufacturer, and get a repair manual from them for that model. JimN
