I wuld not pay the extra but you really need to state your case fairly. Suggesting that the fellow drove at an average speed of 80 miles per hour leads me to think you are, perhaps, not being completely candid on the time he was 'on the job' and maybe it was a bit more than 40 miles from town to yours.
Don't know what shop rates and travelling are but likely it was a 4 hour job, not a 2 hour one as you stated.
Are state taxes added extra as well, but included in your final bill? In the UK government taxes immediately increase the final cost by 17.5%.
In the UK quotes are fixed prices and an estimate is just a guess and may not truly reflect the actual final cost. Some lattitude for discussion but that much over for an estimate on labour costs and travelling is a bit too steep for anyone to accept without a thought.. or two .. or three.
You will get written confirmation next time for a quote (or write in with your order detailing costs), or it will happen again. And you will not put it on account but pay the guy by cheque at the end of the job.
Also, I would want to eyeball a second hand tyre before shelling out $200 for it. You refer to the tire place as 'my tyre shop' as though you are a regular customer. If you are you should have a better rapport with them than is apparent and should know their rates from previous deals.
Sorry, but I think you are a little naive and he has tried to take advantage of that?
But still, don't pay the bill if you think it unfair. Be prepared to put your case properly to a small claims court.
