O/T: '94(?) Chevy lifter/mileage questions

Good morning. A friend of mine is looking at buying a truck to hotshot with. It's a '94(I think) Chevy with F.I. 454, Turbo 400 and 4.11 locker rear end. It was originally a 6.5 turbo and 5 speed, but has been converted. This truck is ugly as sin, but will pull like a freight train. The current owner knows almost nothing about it. He bought it at auction by mistake. Thought he was bidding on the truck next to it. It has a lifter noise on the driver's side. Current owner says it was not like that when he got it, but people looking at it and revving the crap out of it caused the problem. What's the likelihood of this? Does this engine have the adjustable rockers like the older small blocks(when you snug them till they don't rattle)? Or is it a different setup? Also, what would you expect for mileage with this drivetrain combo? Suggestions and opinions are welcome. Thank you for your time. Anthony Nubel
