Another possibility that comes to my mind is a plugged / fouled fuel filter. When you use the primer you force fuel through the crud in the filter but the pump can't pull fuel through the filter. This was common on Johnson / Evenrudes 20 years ago, they had a ceramic filter in the fuel bowl, easy to change even on the lake. Might be worth checking.
