The proposal is real. The trigger point appears to be 1750 gallons total on the farm. There are official objections. Its not a tax, but a requirement for a safety study and probably adding some unspecified safety equipment to keep terrorists from using the fuel supply for car bombs. Likely some thing like enclosing tanks contrary to all existing fire safety rules. Gerald J.
