Extra wheel mounted on grill guard?

I recently saw a Ford 801 Workmaster with a 12-16 inch caster wheel mounted on a bracket connected to the grill guard. The pivot was about 24 inches extended from the guard to allow the caster enough clearance to spin 360 degrees. What would be the purpose of this arrangement? It looked like quality fabrication work and that someone had went to lengths to mount it there. I wonder why? Thanks for all responses. Aaron
