Need advice on Ford 8000

Neighbor I known all my life is selling his Ford 8000. I do not know much about these tractors but here is some info so far. Has less than 300 hours on new tires, has duals, , he is putting in new batteries and said he needs to replace " deisel fuel return lines" cause the leak. Says for some reason the pto does not work. He never needed it so he never looked inot it. Hydraulics works good. Apparently runs good. Has a cab , it is an older kinda squarish one. He said he would like to get "around" $4500 for it. I have heard these are fairly good tractors. I cant find a decent IH for the money i want to spend. He also has a ford 5-18 plow and a 16' folding feild cultivator I can grab for a couple hundred extra. Can ya ll shoot me some advice on this machine, Any ideas what the common issue is on the PTO not working on these. Thanks Dave
